On an Ambitious Mission
We embarked on an ambitious mission to reshape the smart healthcare landscape and accelerate innovation within four Widening countries – Bulgaria, Romania, Cyprus, and Greece.
Our overarching objective is to foster an environment where smart health innovations thrive, creating excellent innovation ecosystems within the participating widening countries, while having the support of three developed countries – Sweden, Germany, and Spain.
Aligned with the Regional Research and Innovation Strategies for Smart Specialisation (RIS3) in healthcare, we aim to leverage cutting-edge technologies such as Big Data, Artificial Intelligence (AI), and the Internet of Things (IoT) to enable personalized medicine, informed decision-making, and enhanced disease prediction.

VELES Excellence hub will boost the innovation potential within the 4 place-based innovation ecosystems – Romania, Bulgaria, Greece, and Cyprus. Our journey begins with a thorough analysis of the strategic and policy landscape, laying the groundwork for the Regional Smart Health Data Space (RSHDS). This space becomes the canvas for demonstrating innovative use cases, guided by our pioneering “3Ds” framework.
Our project’s concept blends seamlessly with an efficient policy mix. It integrates Research and Innovation (R&I) in Smart Health and Data Spaces with EU, regional, and national policies. This sets the stage for a collaborative R&I strategy, backed by concrete actions and investments of European significance.
Demonstrating the Regional Smart Health innovation potential
VELES introduces a strategic initiative focused on planning and conducting feasibility studies for pilot projects, all guided by the innovative 3Ds framework and brought to life through the Regional Smart Health Data Space (RSHDS). These pilots pave the way for seamless interoperability among all stakeholders within our ecosystems.
We introduce a groundbreaking approach to enable the processing and exploitation of data for various diseases, with robust support from the RSHDS. We implement robust cybersecurity measures on a horizontal level, ensuring data privacy while propelling innovation across four place-based ecosystems and fostering cross-country collaboration.
Assuring Smart Health knowledge and good practices transfer between Widening and developed EU countries
VELES is committed to supporting innovation uptake through a comprehensive set of measures that facilitate knowledge transfer, mutual learning, and skills development across all place-based ecosystems. These measures encompass customized Ph.D. programs, innovation excellence content and best practices for the development and adoption of smart health solutions and approaches. We also foster the development of innovation management and entrepreneurship skills, as well as citizen engagement.
Harnessing the power of big data exploitation through the Regional Smart Health Data Space (RSHDS), we support the innovation potential uptake in the Smart Healthcare sector in the four Widening countries. For this, we will leverage the strong support from the participating developed countries – Spain, Germany, and Sweden.

VELES sets the grounds for establishing the Regional Smart Health Data Space (RSHDS) and seamlessly integrating it within the EU Health Data Space. We achieve this through meticulous research and the development of a common methodological framework that encompasses all the critical aspects – ecosystem, legal, technological, organizational and business.
The establishment of the RSHDS is a game-changer. It paves the way for personalized and precise healthcare delivery, facilitates the deployment of cutting-edge technologies, accelerates research and its practical application, promotes evidence-based decision-making and policy development, and creates a conducive environment for Research and Innovation (R&I) investment. Being an Excellence Hub, VELES will play a pivotal role in enhancing access to excellence for Research and Innovation (R&I) actors in widening countries. We will promote development in economically weaker areas of Europe, facilitate integration and ensure smart healthcare innovation uptake in participating widening countries – Bulgaria, Romania, Cyprus, and Greece.
We operate in a territorial context that demands intricate coordination among diverse stakeholders, including governments. Through the development of a joint R&I strategy and investment and action plans, VELES will improve access for all R&I stakeholders. This opens doors to collaborative opportunities at both place-based and cross-country levels.
