CYENS Centre of Excellence is the Research and Innovation Centre of Excellence in Cyprus focusing on Interactive media, Smart systems and Emerging technologies aiming to empower knowledge and technology transfer in the region.
It is a joint venture between the three public universities of Cyprus – the University of Cyprus, Cyprus University of Technology, the Open University of Cyprus, the Municipality of Nicosia, and two renowned international partners – the Max Planck Institute for Informatics, Germany, and the University College London, United Kingdom.
The Motivation Behind Joining VELES
The establishment of the VELES Excellence Hub is expected to significantly increase the innovation potential in the Cyprus ecosystem. VELES will further support personalized and more precise healthcare delivery.
Through VELES Smart Health Data Space, CYENS aims to support the collaboration between higher education, research and businesses, innovators, public authorities, and practitioners as part of the ecosystem. It also aims to boost the research results application and commercial exploitation through innovations in economic and social sectors (also through spinoff/outs creation).
Responsibilities & Contribution
CYENS will contribute to the deployment of new technologies, and advance research that will accelerate the development of data-driven health innovations and their adoption in the Cyprus economy and society. Finally, through VELES, CYENS is expected to significantly accompany measures to support innovation uptake education and training, including knowledge transfer in the Cyprus ecosystem.
CYENS will lead the Work Package 5, which aims to enhance targeted education and entrepreneurial skills development. CYENS will also be strongly involved in the tasks from Work Packages 2, 4, and 7, providing its expertise in analyzing data and elaborating a guideline for the transition towards the Smart Health Regional ecosystem and a transformational framework and by designing, planning and assessing the feasibility of pilots with people with dementia.
The Ministry of Electronic Governance (MEG) conducts the policy for digital transformation of the Republic of Bulgaria, creating the necessary regulatory and technological conditions for the development of e-government, information technology and the information society. MEG ensures the network and information security of the services and resources it provides to other administrations, citizens and businesses in accordance with the user requirements and in compliance with national and European legislation.
The vision of the Ministry is to empower citizens, enterprises and administrations in order to achieve a human-centered, sustainable and more prosperous digital future.
Electronic governance is the main driver for the digital transformation of public institutions. The policies that MEG is working on to fulfill its commitments and responsibilities to the public are information society and information technology/digital transformation; e-government; network and information security; construction, development and maintenance of shared resources and a secure e-government internet node.
The main activities of the Ministry are aimed at supporting the transition from an institution-centered approach in public governance to a governance focused on the needs of citizens and businesses, deploying advanced digital technologies.
The Motivation Behind Joining VELES
MEG is a natural partner in this kind of project with a view to open data and spatial data policy, the scope of which in the last few years has been expanded at the European level through legislative acts such as Open Data Directive, Data Governance Act, Proposal for Data Act, Proposal for Artificial Intelligence Act, Proposal for European Health Data Space; Financial programmes of the European Union for 2021-2027: Horizon Europe, Digital Europe, Programme Scientific Research, Innovation and Digitisation for Intelligent Transformation.
Responsibilities & Contribution
The VELES project envisages the creation of a regional hub. MEG, as the Bulgarian lead government organization in the field of data governance and data sharing policy, will be responsible for contributing to defining the regulatory and policy framework aspects related to the strategic planning and piloting of Work Packages 3, 4, and 6.
MEG currently maintains both the National Spatial Data Portal and the National Open Data Portal and conducts all data policy interactions with other stakeholders: government, citizens, business, science, NGOs, etc.

The Motivation Behind Joining VELES
Chalmers Industriteknik joins the project to facilitate connections with other European countries in the smart healthcare area and to exchange the best practices between Europe and Sweden.
They expect that participating in VELES will let them establish strong connections to the EU community that will allow for better facilitation of smart healthcare data management in Sweden.
Responsibilities & Contribution
Chalmers Industriteknik will take the role of the Innovation Manager for VELES. They will be monitoring the results coming out of the project and guiding the project partners in utilization and knowledge transfer activities.

Their goal is nothing less than a global standard for international data spaces (IDS) and interfaces, as well as fostering the related technologies and business models that will drive the data economy of the future across industries.
The members of IDSA represent dozens of industry sectors based in 28 countries with more than 100 use cases across the European Union and around the world.
Responsibilities & Contribution
Within the VELES project, IDSA, as a major Data Spaces driving initiative at EU level, aims to contribute to the development of 4 excellent and sustainable Smart Health place-based innovation ecosystems presented in South-East Europe.
To demonstrate the Regional Smart Health innovation potential, IDSA will accelerate and disseminate knowledge-sharing exchange and adoption of best practices for healthcare data exchange and usage across SE Europe.
The specifications and IDS-documentation will be delivered to the public via knowledge-sharing initiatives. This will include technical documentation and interface descriptions, access to the IDSA Open-Source projects such as IDS Information Model; IDS Certification Criteria in perspective of the IDS-RAM; IDS testbed for testing the component behaviour and interoperability testing with other components, etc.
Inneuripe is a Digital Innovation Hub located in Spain, having more than 15 years of experience working to foster innovation both at public and private levels.
With main headquarters in Valencia and Madrid, they have their own collaborative spaces (+4000 m2) where they work to promote digital transformation in the most important productive sectors (Health, fintech, legaltech, insurtech, proptech, industry 4.0, logistics, and ports) and key verticals (i.e. Artificial Intelligence, ML, IoT, Big Data, Blockchain, Cloud, etc.).

The EU Health management system needs to be empowered and standardized. VELES would support this approach and would set the basis for future changes and recommendations
The VELES initial state-of-the-art and gap analysis, along with the Pilots deployment, would test and validate sure improvement in the context of the EU Health ecosystem (data processing and gathering, architectures and infrastructure, tools, management system, and AI technology integration).

Inneurope is involved in the novel transformational framework of change towards Smart Health service provisioning and supporting the planning of the VELES use cases, also, thanks to their large Health based ecosystem, innovation scouting will be implemented to identify potential research.
